So the reason why the truck doesn't go forward is because it's facing the opposite direction of the nearest cinema where morbius is being projected and since every body with mass is inherently attracted to leto in morbius the truck is stuck and will eventually be broken apart by the two opposing forces leaving the person inside to decide if it indeed is morbin time or not (witch it obviously is)
so, why can't the car move ?It has a simple answer , all the force applied by the magnet is acted upon the metallic arm , if the magnetic force is extremely high the arm will bend , plus this happens because the magnet is stationary , if you hold a strong magnet infront of the car and move around the car will follow you (ik this explanation isn't helping but , it'll be better if you can imagine things)(^_^)
