this is technically true but it all depends on the lock and the caliber, if the lock is old and rusty it's very easy even if it's a 9mm bullet you're using, and the U.S. military do use that tactic a lot as far as i know because you can't let a padlock ruin a whole operation can you?

A larger caliber such as a .44 magnum will get through almost every padlock or doorlock.This fact won't actually open the door though because the steel bar holding the door to the wall would just be unable to be removed... meaning if you did try to shoot the lock you could very easily just make the door into part of the wall.
